The goal proposed in the "Development Plan for Agricultural Machinery Industry (2011-2015)" (hereinafter referred to as the "Plan") released by the Ministry of Industry and Information Technology in March 2011 is that by 2015, the total value of agricultural machinery industry will reach 400 billion yuan, which means that the industry scale will increase by at least 40%. The Plan proposes that by 2015, the comprehensive mechanization level of cultivation and harvesting should reach over 60%. This goal is a step forward from the previously proposed 55%. During the 12th Five Year Plan period, the comprehensive mechanization level of agriculture and harvesting in China will move forward from a new starting point of over 50%, with a development range between 50% and 64%, and an average annual increase of about 2.5 percentage points.
In 2012, the "No.1 Central Document" for the first time made a comprehensive deployment of agricultural science and technology, emphasizing "putting agricultural science and technology in a more prominent position" and "accelerating agricultural mechanization".
